    The EL needs a number for setting the appropriate gas limit. So CLs agreeing on an execution time ELs are guaranteed is necessary, so specing it makes sense, even if it's not a consensus rule.

    One issue about deposit time is that most of the effort for Pectra was for hypothetical ZK VMs that want to prove beacon STF. Why did we reduce the number of attestations just to now make it way worse than it ever was? Just add a queue haha
